"Shall the City of New Baltimore, County of Macomb, Michigan borrow the sum not to exceed Six Million Dollars ($6,000,000) and issue its general obligation unlimited tax bonds therefore, in one or more series prior to July 1, 2004, each series payable over a period not greater than 20 years, for the purpose of paying the Costs of Reconstructing and Improving the City's existing Roads and Streets, including Repaving, Resurfacing and Construction and Reconstruction of Curbs, Gutters and Underground Storm Drains, together with all appurtenances thereto?"
